Russia Speeds Up Crypto Mining Legislation Amidst US Sanctions

Following new sanctions imposed by the United States on Russia's financial sector, the Russian Duma has indicated an accelerated push for legislation regulating cryptocurrency mining. The move, highlighted by Anton Gorelkin, Deputy Chairman of the State Duma Committee on Information Policy, signifies a shift in the country's approach to cryptocurrencies as a potential tool for circumventing international financial restrictions.
Gorelkin cited the example of Iran, which has effectively used cryptocurrencies to mitigate the impact of Western sanctions. Iran initially legalized industrial mining and subsequently integrated Bitcoin into its financial system, establishing state control over domestic crypto infrastructure. While Russia may not adopt Iran's approach entirely, the legalization of mining is seen as a significant anti-sanctions measure.
Impact of US Sanctions on Russian Crypto Policy
This push for legislation comes in the wake of the US imposing sanctions on the Moscow Exchange and the National Clearing Centre (NCC) on June 12th, suspending dollar and euro trading and targeting banks involved in transactions with Sberbank, a leading Russian bank.
The urgency surrounding crypto mining legislation was also emphasized at the recent St. Petersburg International Economic Forum (SPIEF-2024), where a session dedicated to industrial mining concluded with a consensus on the need for legal framework to support the sector's growth in Russia. Ivan Chebeskov, Deputy Minister of Finance, stressed the Ministry's focus on regulating cryptocurrencies and mining, criticizing the dollar and euro as unreliable for international settlements.
Industrial Mining and International Trade Frameworks
Sergey Bezdelov, Director of the Industrial Mining Association, pointed out that Russian businesses started exploring cryptocurrencies as an alternative payment method two years ago in response to SWIFT restrictions. With Russia estimated to be the second largest mining power globally, trailing only the US, and more than half of the market dominated by industrial data centers with capacities exceeding 10 MW, the potential for mining to become a significant player in Russia's economic landscape is undeniable.
The draft law currently under discussion aims to establish a regulatory framework for mining and utilizing cryptocurrencies in international trade, marking a crucial step in Russia's efforts to navigate the economic challenges imposed by Western sanctions.
