Rates will be multiplied by two. Telegram intends to catch $1,7 billion for a new blockchain platform

Two weeks ago Pavel Durov has reported to the U.S. Securities and Exchange Commission about $850 million collected for ICO TON. Later it was revealed that in the second (closed) round Durov is focus on $850 million more, and now already for $1,7 BILLION. 
A second round is in two stages: 
At the first stage which began a few days ago, Durov&Co want to attract $850 million more. To individuals are encouraged to apply at least for $1 million, to legal persons – for $10 million. The cost of Tokens at this stage averages $1,33. 
There are no Full information of the second stage now. But we already know the difference of the second round Tokens’ sale: there will be no lock-up period during 18 months after TON realization. 
This period consists of limiting investors which have got Tokens in the first round. 
The access to Tokens will open for them Once a quarter after TON ‘s start. Earlier they would not be able to make any operations with the acquired Tokens. 
In particular, they can’t be resell. 
For its part, investors of the second round of ICO will have an ability to manage the Gram (so supposedly Tokens will be called) as soon as TON starts. 
However, there is no reason to worry about investors of the first round, for them the Token of Gram cost only $0,38 per unit, and it is several times lower than the rates of a present stage. 
It is worth noting that ICO of the Telegram company is very different from the traditional form in order of attracting investment on the crypto currency market. In this case it is about the process reminding rather closed placement of securities in traditional currency. Investors acquire the rights for future crypto currency of the TON block chain platform. 
Terms and dates of a public stage for investors are not publicized yet, but there is a possibility that the dates will come for March-April. We haven’t long to wait.
