Some members of the market and experts note that similar measures can strongly strike on prospects for ICO in Russia by important global players of the cryptocurrency market.
The document submitted by Ministry for Telecommunications and Mass Communications refers to Token as information system records received by means of cryptographic algorithms.

Organizers of ICO will be accredited for 5 years, and on a voluntary basis. In order to be accredited, required a number of conditions to be met which included:
-To be registered in the territory of the Russian Federation
- Authorized capital from hundred million rubles
- Corresponding license
- To have an account in Russian bank for dealing with money from ICO.
Emission of Tokens is permitted only in Rubles and under the clearing settlement (legal persons (faces)). The organizer of ICO should buying them back at cost and according to the public offer which isn’t subject to a response. It has been spelt out that the money saved should be used for Tokens’ sale obligations at par. The accredited organizer of ICO will monitor implementation of requirements.
