Moscow Will Devise a System for Ensuring Transparency of Public Services

News platform Open Media informed that on Aug., 14 DIT announced a competition for the creation of a blockchain system which will accommodate electronic services, suggested to Moscow residents. The approximate cost of the project will be 57 million roubles (around $860 000). 

Moscow Plans Blockchain Platform for Public Services

The list of services which will be accommodated on the platform includes issuing of certificates from the Housing Registration Books and granting of trade places for Sunday Fairs as well. The system should be based on consensus with the confirmation of authorities and also should have a capacity of 1,5 mln of users.

According to the terms and conditions, the platform should be created in 60 days after choosing the contractor and signing the government contract. Moscow DIT says that it is striving to enhance public confidence to electronic services in order to make all the services transparent.  

Integration With Existing Moscow Government Experiments

The platform must be integrated with other blockchain experiments, which are currently held by the Government of Moscow. This includes platform entitled «Active citizen», which will allow Muscovites to express preferences on such topics as bike paths construction, designing streets and city events rating as well. 

This year the blockchain technology will be used in elections for the first time. According to the official announce, on Sep., 8 The Major’s Office will hold an experiment in three electoral districts by distant online voting in Moscow State Duma Elections. The system will make the process anonymous. The electorate will vote through the private office on the website, but electronic anonymous bulletins will be saved in a blockchain system, which won’t let to connect it with the name of the voter. It's mentioned that the creation of that electronic electoral system was carried out under the assistance of the Department of Informational Technologies in the Major’s Office of Moscow.
