Bahamas Mandates Commercial Bank Access to Sand Dollar CBDC

The Bahamas is taking a bold step towards increasing the adoption of its central bank digital currency (CBDC), the Sand Dollar. The Central Bank of The Bahamas (CBOB) will mandate that all commercial banks provide their clients with access to the Sand Dollar within the next two years.

This move signifies a shift from encouraging voluntary adoption to enforcing participation, as the CBOB recognizes that the current uptake of the Sand Dollar, launched in 2020, remains low.

Addressing Low Adoption Rates and Technical Challenges

Governor of the CBOB, John Rolle, highlighted the need for this change, stating, "We foresee a process where all of the commercial banks will eventually be in that space and they will be required to provide their clients with access to the [CBDC]."

Data released by the CBOB reveals the challenges faced in achieving widespread adoption. While there are over 120,000 mobile wallets, representing 20% of retail bank accounts, these wallets account for less than 1% of retail payments. Furthermore, the Sand Dollar represents less than 1% of the country's currency in circulation.

The CBOB acknowledges that banks will need to make significant changes to their existing IT systems to comply with these new obligations. However, the CBOB views this shift as crucial to boosting adoption rates for both the Sand Dollar and mobile payments.

Global Implications and Transaction Growth Trends

The Bahamas' move towards mandatory adoption might be a precursor to similar policies in other jurisdictions. The European Central Bank is also considering requiring retail and banks to accept and offer a potential future digital euro.

While the short-term data shows some positive trends, with person-to-business (P2B) and business-to-business (B2B) transactions doubling in the latter half of 2023, the CBOB's decision to mandate access reflects the need for more proactive measures to encourage widespread use of the Sand Dollar.
